Katrina Drumm, Executive Director

Katrina has been with the Humane Society since 2017 and began her current role in May of 2021. Each day, she oversees the organization’s operations and has found passion in fundraising and development. She is an Oswego native and received her undergraduate Zoology degree at SUNY Oswego. Katrina finds fulfillment in seeing the difference she can make in the community from smiles on students faces during presentations to the purrs and licks from happy and healthy animals.

She and her husband have two cats, Philbert and Rudy, who are both former OCHS fosters. Out of the office, she spends much of her time with her friends and enjoying or renovating their recently purchased house on the Oswego River.

Jess Bullard, Program Director

Jess has spent many years working in animal-related occupations in the Central New York area. She has been a kennel attendant, veterinary assistant and front desk receptionist. She has worked in a pet store, animal control shelter, private and corporate veterinary offices, and for a high-volume spay/neuter clinic. Jess has personally cared for a number of different animals, including fish, lizards, rodents and bottle-fed kittens, to name a few. It’s safe to say she knows a thing or two about pet ownership and care.

Jess has been at the Oswego Humane since 2017. As the Program Director, Jess enjoys finding forever families for homeless animals through their adoption program, as well as helping families in need through their food pantry services. Jess knows each pet is as unique as their family, and loves her strong connection with other rescues and her community.

Jess is an avid reader and enjoys writing fiction. She lives in Fulton with her rescued cats, Baldur and Kirk, two young children and her adoring husband.

Alicia Kinville, Office Manager

Alicia has worked for the County of Oswego since 2017 as clerks at the Board of Elections and at the DMV. She is experienced in administrative work and working with the public. Alicia has a passion for helping animals and always wanted a job that involves just that. She lives in Oswego with her loving husband and Lily, a mini-Australian shepherd. Lily has been with them since she was a puppy; 8 years later and she’s still just as rambunctious. In her free time, Alicia enjoys interior design and reading paranormal non-fiction.
